ICB USER SECURITY AGREEMENT

Dissemination, Privacy, and Security of Information: Information acquired from postings in the ICB may be governed by dissemination, privacy, and security regulations and policies of the FBI, state of Utah, and the City of Layton. This information is for criminal justice investigations only. Printed copies must be destroyed by shredding or burning when no longer needed. Information found involving a juvenile should be treated with the same security consideration as juvenile information found in UCJIS.

Misuse of ICB Information: Violation of dissemination, privacy and security regulations may result in criminal prosecution of the person(s) involved and loss of access to the ICB. There is also the potential for civil actions as well. Any unauthorized request or receipt of this information could result in criminal proceedings. Dissemination of criminal history record information is controlled by federal regulations and Utah State Law. Utah Code Annotated 53-10-108(11)(a) states:

(11)(a) It is a class B misdemeanor for a person to knowingly or intentionally access, use, disclose, or disseminate a record created, maintained, or to which access is granted by the division or any information contained in a record created, maintained, or to which access is granted by the division for a purpose prohibited or not permitted by statute, rule, regulation, or policy of a government entity.

Login ID: Each ICB user must have their own login ID. Users must never share logins, even for training purposes. Each user is responsible for inquiry or posting under their login ID.

Posting of Information: Any and all posts created in the ICB are viewable to all subscribers of the ICB. This includes all comments attached to created posts. There are no private chats or post on the ICB. The posters name, police agency, and contact information will show upon creation of the post.

Maintenance, Monitoring, and Auditing of the ICB: The ICB is housed on the Layton City secure network. Activity in the ICB may be monitored and recorded by Layton City personnel. The ICB is not a database; rather, a real time information feed to provide law enforcement personnel information to assist in law enforcement investigations. Posts created on the database will purge from the system fourteen days after the expiration date of the post.
